Yes, all the time means all the time - but he just shouldn’t close his eyes. We should be in close fellowship with God all the time. We should never have sin in our lives that we must confess before we can come to God with a need. We should keep or forgiveness up to the minute, which means that we should be in contact with God all of the time. We should “pray without ceasing”.
